In a futuristic L.A. Professor Lindenmeyer (Stephen Spinella) aggregates the personalities, emotions and traits of 200 of the world's most famous serial killers, criminals and megalomaniacs- such as Charles Manson, Hitler, Jack the Ripper, etc.- into one virtual reality program- SID 6.7. Composite virtual killer SID 6.7 (played by Russell Crowe), is used in simulation to train police officers, in the sense that if they catch Sid in virtual reality, then no criminal in the real world can stand a chance. But the program still has a few kinks, and so convicts are used for the beta testing in exchange for a possibility of an early release. After an incident where Sid manages to recalibrate the sensitivity of the convict's pain receptors in simulation to effectively electrocute the convict to death, the decision is made to pull the plug on SID. But neither SID nor his creator Dr. Lindenmeyer are accepting of the decision, and SID presents an alternative to the doctor of how his intelligence can be introduced into a 'body' with the use of a regenerating android.
Imprisoned former police officer Parker Barnes (Denzel Washington) was the only one to survive Sid in simulation. Barnes was locked up after taking the law into his own hands, when he went after his family's killer and ended up killing two innocents in the process. With the personality of the killer of his wife and daughter now a part of SID's composition, and now that Sid has found a way to exist in the real world, Barnes is the only one who stands a chance of ending SID's very real spree of killing and terror...
