The Presidio

A police officer and his former army lieutenant unwillingly join forces to solve a murder.

Jay Austin (Mark Harmon) is a San Francisco police officer and former member of the military police.  When a female army police officer is murdered on a nearby base, the investigation is under the jurisdiction of both the city and the armed forces.

That means Austin must work alongside his former nemesis and Lieutenant, Alan Caldwell (Sean Connery).  Caldwell is notorious for protecting soldiers under his command, even when they are guilty.  The lieutenant's habit has an understandable backstory though, and eventually both men mend their differences to locate the woman's killer and unearth much more than a mere murder.
