Tom Hardy, a police officer in Pittsburgh, is locked in conflict with his uncle, Nick DeTillo. Hardy comes from a family of cops and has just broken the cardinal rule: he has "ratted out" his partner and cousin, Jimmy DeTillo, for using excessive force on a suspect. The younger DeTillo subsequently jumps off a bridge to his apparent death. Meanwhile, a serial killer is on the loose. When Tom and his father Vince corner the killer, a big chase ensues in which Vince is killed. A suspect is brought in whom Tom doesn't believe is guilty, but Tom's colleagues dismiss his protests. He is subsequently demoted to river rescue officer. Two years later, the killer returns, but the police believe the murders are the work of a copycat murderer. Tom and his new partner Jo Christman, set out to stop the killer, but meet with resistance from the police leadership, who have never forgiven Tom for informing on his partner.
