Fighting For Democracy Holding Your Ground Till The Cavalry Arrives

Moldova is a former Eastern-block nation ravaged by civil war. Midst all the mayhem Navy Commander Sam Keenan [Jean-Claude Van Damme], a decorated U.S. Navy SEAL, is assigned as security attach� to the US Embassy.

Elsewhere, in the Moldovan presidential palace, a US installed democratic government is walking over thin ice, as its newly-elected president Yuri Amerev [Serban Celea] is under fire from communist insurgents led by Anton Tavarov [Velipor Topic]. The insurgents are calling for the re-instating of Moldovan ex-president and Dictator Alexei Kirilov [Costel Lupea].

Realizing that a measure of force and discipline may be needed to fulfill the US agenda in Moldova, Ambassador George Norland [Colin Stinton] is impressed with Sam and on impulse decides to make Keenan deputy ambassador.

But then it all goes up in flames when the presidential guard are thrown by the raging insurgents and open fire without Amirev's go-ahead. In a coup d'etat the insurgents storm the palace demanding Amirev's head as Sam Keenan barely manages to rescue the president and get him safely back to the US Embassy.

But this only causes the insurgents to direct their fury towards the embassy as Ambassador Norland is killed by a rocket, making second in command Keenan the new active ambassador.

Keenan has an arsenal of only 15 Marines, limited ammunition, and his martial arts skills to hold Tavarov's army off until American reinforcements arrive. Meanwhile he has to ward off the power struggle instigated by CIA bureaucrat Frank Gaines [William Tapley] who wants to become ambassador.

With an approximate budget of $15 million, "Second In Command" was rated R by the MPAA for violence and some language for its duration of 91 minutes.
