In an unnamed country, Maximillian II-or Junior- (Tom Hollander) is President-for-Life, attaining his throne after the passing of his father who ruled before him. A dissident playwright, John Thorne (Donald Sutherland) is a prisoner who besides his torture and abuse, writes his political slogans on his cell wall in his own excrement. Befriended by one of the guards, Joe (Ralph Fiennes) he starts teaching him about his political views.
