When Brenda Martin enters a hospital emergency room bloodied and hysterical, Officer Lorenzo Council quickly arrives to investigate. The woman claims she was carjacked not far from a housing project daycare center, where she regularly volunteers. Strangely, it takes her time to mention that a black man, presumed to be living nearby, kidnapped her son during the ordeal.

Almost immediately police are on the scene searching for the suspect. Brendas brother, Danny is a police officer in a neighboring, predominately white district. When he learns that his nephew is missing Danny dispatches a crew of officers to surround the project, sealing it up completely. This naturally raises the eyebrows of African-American community leaders, who never see this degree of police interest when a black man or woman is murdered.

Police eventually find a man who fits the kidnappers description. Rather than interrogate him, he is kicked and beaten unmercifully by Brendas brother. It is later determined that he is not the right man, and set free. Tensions continue to grow at the housing project however, and a riot breaks out between its occupants and the mostly white police officers surrounding it.

After the police department depleted all of its resources on the case, they prepare to seek help from federal authorities. At Lorenzos request, however, this decision is stalled. Instead he contacts Karen Collucci, the founding member of support group for mothers of missing children. She accompanies Lorenzo and Brenda as they search the only remaining location the child may be: a rundown insane asylum known as Freedomland. An emotional conversation between Brenda and Karen, along with the hospitals gloomy atmosphere may help to unearth the childs whereabouts.
