Corrupt Commander of the Special Investigations unit, Jack Van Meter (Brendan Gleeson), orders the two policemen, Perry and Keough, to pin a quadruple homicide to two innocent ex-cons, while he provides false alibis for the real criminals, Darryl Orchard (Kurupt) and Gary Sidwell (Dash Mihok). In the meantime, Assistant Chief Arthur Holland (Ving Rhames) is digging into the corruption in SIS and manages on some level to reach Perry, while he asks his assistant Sgt.
