Two cops from opposite sides of the world collide in Detroit.

Detective Tony Costas (Jay Leno) is a Detroit cop who has recently lost his partner after a suspect uses a rocket launcher to murder him.  Following years of goofing off, Costas must now do real detective work with amusing results.

His new, temporary partner is FujitsukaNatsuo (Pat Morita), a Japanese investigator sent to Detroit to locate a top-secret car turbo charger.  They are complete opposites, but discover they are both fighting the same battle as hilarious crime fighting ensues
