Mel Gibson portrays Gene Ryack, a helicopter traffic reporter who is fired after quarreling with a commuter below.  Despite that and his disregard for authority, Ryack is a genuinely skilled pilot, but with his pilot's license suspended that is irrelevant.


Billy Covington (Robert Downey, Jr) appreciates Gene's skills too.  He is the owner of Air America, a civilian airline operating in Laos during the Vietnam War.  Covington offers the disgraced aviator a job, claiming that he can help reinstate his pilot's license to eventually work in the US again.  Ryack accepts, and enters a surprisingly amusing world of drug and arms trafficking amidst military combat.
