In an alternate universe, circa 1985, Richard Nixon has been reelected to a third term, and masked vigilantes have long-been outlawed by the Keene-Act. The world is teetering on the brink of a nuclear war between the US and Russia as the Cold War escalates. Hanging their costumes, the Watchmen; Night Owl II, Silk Spectre II, and Ozymandias have left their outlaw-fighting days behind them, while Dr. Manhattan and the Comedian remain agents for the government, as Rorschach remains in operation outside the law.

After the Comedian is thrown out of his high-rise building and killed, Rorschach begins investigating what he suspects as a methodical assassination of the Watchmen. He shares his suspicions with the remaining Watchmen, but is just as quickly framed for murder and unmasked as 35 year-old Walter Kovacs before being sent to prison. It seems Dr. Manhattan, with his unlimited powers- even he doesn’t know how far they extend- is the only one capable of stopping the madness that threatens to kill millions, but does he want to?
