After averting a terrorist attack on US soil, Chris Cody (Steven Seagal) and his crew are dealt a raw deal, getting thrown into military prison for laws broken while completing the mission.
But when two Secret Service agents during a briefing suddenly go into a trance and kill the US Ambassador to Uruguay in her office in Montevideo, the powers-that-be suddenly want Cody back out and saving the day.
Working with his crew, including ‘Alligata’ Henry (Vinnie Jones), and a Dr. Chappell (Christine Adams), Cody must retire the brainwashing experiment run from a secret base in Uruguay by CIA’s Dr. Adrian Lehder (Nick Brimble). Lehder’s experiments deal with mind control, brainwashing, and programming soldiers to become unstoppable killing machines if they’re given the ‘go’ code.
With the Navy sending their special agent Fletcher (William Hope) as a sort of chaperone, Cody and his crew are promised a presidential pardon and a $100,000 each, which instantly makes Cody think that things aren’t what they seem to be…
