The concept and characters were first introduced in a two-part episode of JAG season 8 under the executive production of JAGs producer Donald Bellisario.

The actors and producers describe the show as being distinguished by its comedy elements, ensemble acting and character driven plots. With liberal doses of humor, it's a show that focuses on the sometimes complex and always amusing dynamics of a team forced to work together in high-stress situations. The mission for the NCIS team is to investigate any crime that has a shred of evidence connected to Navy and Marine Corps personnel, regardless of rank or position.

Leading the team is Special Agent Leroy Jethro Gibbs (Mark Harmon), a former Marine gunnery sergeant, whose skills as an investigator are unmatched and doesnt mind bending the rules to get the job done. Joining Gibbss team are Special Agent Anthony DiNozzo (Michael Weatherly), an ex-homicide detective who may come off as the world's oldest frat boy, but hes got unparalleled instincts that can only come from having experience working the streets; forensic specialist Abby Sciuto (Pauley Perrette), a talented scientist whose dark wit matches her Goth style and eclectic tastes; Timothy McGee (Sean Murray), an MIT graduate whose brilliance with computers far overshadows his insecurities in the field and Ziva David (Cote de Pablo), a former Mossad agent who shares a bond with Gibbs over the death of his arch nemesis, Ari, the terrorist who killed former NCIS Special Agent Kate Todd.

NCIS is one of the exceptionally few television series to have an increase in its viewership as it progresses, as opposed to other shows which usually decrease in popularity over time. It has gone from a US rating of being the 26th program with the most viewers in its first season to currently being number 5 with 18.3 million viewers in the US. CBS is currently working on a spin-off to be called NCIS: Legend, which will be born in the same way NCIS was, through a two-part episode introducing the concept and characters on NCIS.
